How can i get him to stop humping my dads leg??? He leaves everyone else alone but always guns for my dad... What can i do?

I would speak to your neighbor, tell them their dog is making a nuisance of itself, and ask them to please keep it in their house or under their control at all times when out of the house. Most places have a leash law, if they are letting their dog just wander over to your house they would be in violation if your area has a leash law.
DO NOT try to have someone "submit" the dog, this is a VERY BAD idea unless you are a professional, and a good way to get bitten. This is what happens when they start showing behavior and training programs on television.. people start thinking they can go up to any strange dog and throw it on the ground and suddenly the dog will behave.. Erm, no. The neighbor did that to my Shiba Inu (because he saw the guy on TV do it) and got bitten REALLY BADLY. And you know what? It was his fault, for thinking he could "submit" my dog without knowledge of the dog, the breed, or the dog's history. DO NOT DO IT. BAD BAD IDEA.
A little knowledge can be a dangerous thing.
Tell your neighbor about it. They can try neutering their dog to stop this behavior.

well dogs tend to do this for dominence... Try talking with your neighbor and see if they dont mind your dad sumitting the dog, which is where you make the dog lay down and hold it down until it calms down because this will show the dog that your dad is in a higher rank then the dog and the dog will start summiting to your dad.
during that time of the year dogs pick up on certain sets that triggers the behavior, see what may be causing it, another dog or some other cause
well obviously since its his neighbours dog, you can't touch it and train it without the owners consent. you should tell him about neutering or if your really scared to talk to him, next time he humps your dad's leg, look annoyed.
Tell you dad that he needs to gently grab the back of the dogs neck and lay him down on the ground, on his side or back. This is a submissive position, which is where you want any dog to be. The reason the dogs humping the leg is he's trying to be dominant..and of course, tell the neighbor to keep his dog in check!! Good luck! ; )
