Aww.. poor baby! I would just leave the quills on there.. and he could pretend he's a porcupine for Halloween
You must take him to the vet to get the quills removed as the barbs are very difficult to get out. They can get badly infected.
Give him a bath in tomato juice, it neutralizes the smell, I would take him to the vet for the quills to make sure it didn't do any damage to the skin. If they are not in deep then go ahead and take them out and put some antibiotic ointment on the wounds , but I would definitely have him checked, it shouldn't cost much just for a check-up
Lots of tamato sauce will get rid of the skunk smell but for the quills ull have to take it to the vet
The vet student is right, take your dog to the vet ASAP. He/she may have to put you dog to sleep to remove the quills because it's painful. As for the skunk odor, rub tomato juice on him and then rinse it off and then give the dog a good bath. Outside the house if preferable.
vet for the quills; they can be difficult to get out, and if you dont get them out correctly, you can hurt the doggy more. skunk smell; NO TOMATO JUICE!! it doesnt work as well as people say, and if your dog is light colored, it turns him pink!! my dog JUST got sprayed (like 3 days ago) and this worked awesome!!!

1-quart hydrogen peroxicide (3% USP), 1/4 cup baking soda, teaspoon dish soap. rinse with dog shampoo after 10 mins repeat if necessary. it worked in one shot for us!! some other options i was told to try as well were:

Vanilla extract (2 cups) combined with a gallon of h2o.
Use shampoo after 15 minutes to rinse out.

Feminine douche (2-4 ounces) and 1 gallon of water Use shampoo to rinse out of the dog after 15
minutes.

good luck! i know the smell is awful!!
You can't take porcupine quills out yourself, you must get him to the vet. The quills have some kind of a hook on the end which enters the skin and if you pull them out you would do some real damage. This happened to one of our dogs a few years back. He got like 8 of them right in the face and we needed an emergency visit to the vet. It seems like everything always happens on the weekend when the doc isn't in, lol. Anyways, once the meds from the actual removal wore off he was up and running like nothing even happened. As for skunk, I've heard tomato juice works wonders but I never tried it. I bought this shampoo called skunk out and it didnt seem to work. It lessened the smell but it was still there for like weeks until it wore off
