My jack russell keeps scratching the carpet, sneezing and then sometimes using his paws to grab at his face?

what could be going on? there is nothing in the carpet

He could have an allergy, or he could have some sort of rash/sore on/in his nose that he is trying to relieve. Or he could just be being goofy.
