My neighbors dog (ausie/pit mix) is being neglected BAD.?

I have already tried contacting my local SPCA but they currently do not have a cruelty invistagator. (Ellis county, Texas) Dana (The women in charge of the SPCA) said to contact the fort worth people but she said all the owners have to do is offer food,water and shelter. This dog is chained on a long runner but they NEVER walk, play or give him love. He is about 3-4 years old and he has beautiful blue eyes. Sadly they do offer him food, water and a igloo dog house. I just went over there to love on him ( feel sorry for him and the neighbors arent home) and saw his water was empty quickly i filled it with water and grabbed a shedding brush (they dont brush him though he has a very smooth coat it is very hot and my dogs love it ) anyway i brushed him and gave him some water. i dont always love on him but when i get the chance i do. I cant take him in b/c it is there dog and they "love him" but i can guarntee you they dont. He is healthy and neautered.What should i do?!?

your doint the best you can and thats good! Just keep it up and maybe walk him in a polite way. act like you are opening up a dog walking service and would like to walk him to see if dogs would behave that way you kind of have an excuse maybe you can walk you GSD and GR with him IF they get along well.
first try asking th eowners if they care if youw alk him etc..brush and water n feed him when their not around..if you dont have a pet you cna use this as a reason..tell them you lvoe animals but cant have any or anymore ..and youd like to help with theirs..also call the poloce if he is being left with no food or water...at least get this all on reports. good luck and im like you i hate seeing animals in that kind of invironment..
Try offering them 50. or something for the dog. I've never understood why people get dogs, and just throw them outside in a yard or chained up. They're not watch dogs, especially confined to a yard or chained, they usually forget about the dog and don't play with them, they're serving the owners no purpose at all that way, other then their selfish desire to own a dog.
Unfortunately the SPCA woman is right. All the owners need to do is provide him with food, water, shelter and veterinary care. Since the owners seem to do all of this, there isn't anything you can do.

I know its hard to see a dog living like that. You are doing good in paying attention to him. I'm sure he will love you for that, and at least its making his life better.
unfortunately do what you are and that is all that you can do.by law they are doing all they have to.it sucks for the dog but until some one changes the law there is nothing you can do..try offering them money for the dog if you can.maybe you can take him and find him a good home.but if they won't than you have to sit back and do nothing...
Some police departments do have an animal cruelty division. Try calling your local police department and see if they can do anything about it.
Technically he isn't neglected, or even a victim of cruelty. He has water, food, and shelter. If he isnt being harmed and is healthy, there is nothing (legally) worng with that.

While I dont agree with leaving animals outside, there is nothing you can do about it.

Are you friendly with the neighbors? Could you tell them you want to start walking and would like to the dog with? Maybe they would let you do that, and the dog could spend time with you.
This can be a very touchy situation. Do you ever talk to your neighbors? If not, maybe this is a good time to start some small talk. Try asking them questions about their dog. Ask them about the breed, his age, how well behaved he seems to be... While it seems like you're not doing much, your neighbors will get see that someone is paying attention to their dog. Many times, owners will start to take better care of their pet because they don't want to look bad. Sadly, if this doesn't work, there isn't much else you can do. If he is fed, has water and shelter then,there are no violations present. As long as you do not see any physical abuse or medical neglect, I think it would be wise of you not to push the issue but still pay attention. I hope it all works out and the dog does get some better attention soon. Have a good day!
First off, thank goodness for caring people like you. I am wondering if the owners would be open to you offering to walk/ play with him. I like the advice of the people who are wondering if your neighbors would be open to you buying him from them. Also, be sure to take pictures of him with the empty water dish and things when it happens. That would show documentation of the neglect. Maybe then you could send the case to the local SPCA since they don't have $$ to send someone out? Good luck.
First off, chaining an animal is cruelty to animals and can be something the police need to get involved with, tell them that they are never home to take it out and you never see it being treated humanely. (taking it for walks, giving it clean water, giving it the right amount of excersize etc. are all things that can be reported.)
Perhaps try talking to your neighbor in a diplomatic way, or even offer to walk the dog occassionally. You have to understand that not every pet owner lets their dog live indoors and finds it okay for a dog to live out on a chain. While I detest this as well, if the dog is fed and not in immediate danger then you probably will not get any attention. Sometimes it is better to just approach the owner in a friendly way and see what you can do to help. At least you will feel better.
I suppose you could just steal him and rehome him also, but then you would feel bad about the theft.
Thats so sad that no one can do anything about it unless the dog isnt getting food, water and/ or shelter! That poor dog needs some love and attention! Having a dog in a yard or on a run isnt enough! Even if that dogs has alot of room to run around a dog still needs to be walked and played with daily! I dont think I will ever understand why people like that even get pets!.. If I were you, I would call animal services for evey little thing! If that dog is out of water, I would call and say it doesnt have water.. things like that! I would just keep calling and keep calling untill someone comes and does something! It is not right for that poor dog to live like that! Dogs are social animals and they need to be with their "packs"... I would also go talk to the owners and let them know that it is not right for them to treat their dog like that!..That dog is very lucky that you live next door to it though! : ) I love to hear that there are still good people out there that really care about animals!.. I hope someone does something!

  1. You are a great person, I would not stop, until I get satisfaction. This is very cruel to an animal, they can not survive very long, from just, food, water, and outside, he will not live very long, straight dogs, run and see different dogs, this one is confined, please, do not stop, try to get the dog away from this horrible individuel, I do not call them person, or people, they are not, if they dont want that dog, get it from them even if you have to pay some money for it, but get the dog out of there, they mistreating this animal, it is not true, that water and shelter is enough, at night being outside, this is cruel and is mistreating an animal. Bless you, write me a comment, I adopted a 7 1/2 Labrador from the shelter, she had an Ey elaser, has an allergy, try different food, which I get from the vet. I love this lab, and I hate some one who is treating an animal, why dont they get treated that way, I do it, put them in a yard, with water, on a chain, and never walke them either, I would like, to have a law, to get those 2 legged treated the same way they treat an animal.
