My neighbor is trying to make a Rottweiller puppy become mean. What can I do?

Depends where you live. In New York, for instance, that's animal abuse under state law and can result in a stiff fine and a jail sentence. Other states don't particularly care. Your best bet is to turn 'em in to the S.P.C.A.

Edit: what they are doing to this poor little puppy is terrible. Take a couple photos of their yard, the dog and his shelter. Animal Control will probably take the pup away from them, fine them and leave the puppy at a shelter. Once he is at the shelter, he will be vet checked and put up for adoption if all is well, then you can go and get him, if you want :-)

You don't say if this is their own dog, or if they are tormenting someone else's dog. Either way, contact the nearest Rottwieller rescue group(google one) and they will give you the numbers to report this kind of abuse to the proper place. Good luck, and kudos for taking a stand!

Call your local humane society or animal welfare phone number the moment you view malicious violence. Your non-emergency police department number can usually direct you to the right number if you do not know it. Make sure it's an actual case of neglect or abuse though, do not make false claims or assume someone is causing harm, it makes cracking down on those who are actually doing damage take that much longer to be persecuted.

You can report them to almost anybody. The police, your local humane society, I do believe that there is a hot line you can call for animal abuse. Just try googleing it. Go to google.com and type in reporting animal abuse. There should be a bunch of links that pop up..check them out and you should be able to find a hot line or someone to contact in general to report it. Edit: Oddly enough thru your description... If their intention is to make the dog mean, they aren't going to do well.. They will succeed in making it a fear biter possibly, but more likely it will turn into a quivering fearful dog that won't guard or protect anything at all. A protective dog is a dog that is socialized and knows and has been taught what is proper behaviour from people and what is improper.. Keeping a dog from people only succeeds in making them fearful..

Please report it, no one has to know it was you if that is what you are worried about, This puppy will grow up angry and eventually hurt someone and the dog will end up being destroyed because of a irresponsible owner, I would call in a heart beat I am against animal crulty and someone has to look out for them they dont stand a chance,
