TAKE HIM TO THE DOCTOR..IM NOT SURE IF YOUR DOG JUST OVERHEATED OR HAD AN ALLERGIC REACTION...ALSO MAKE SURE HE GETS PLENTY OF WATER.
You may want to try another vet. Is it possible that the dog has poison ivy or oak or something like that. It sould be bleeding from him scratching it. I would definately get a second opinion from another vet.
go to a vet that's speciality is small animals. The vet should know. You could put a little neosporin on the bumps, but I can not see them.
