I was at my friend's house and her lab chow mix was jumping all over people!! Not like knocking them over, but jumping all over the couches and sitting on people. She is a very very sweet and affectionate and obediant dog and doesnt seem like she is trying to dominate anyone. Why does she jump all over everyone?

Very few of the things dogs do, including jumping up, have anything to do with dominance. It is simply bad manners that have been reinforced by people paying attention to her when she jumps up.
Dogs mostly jump up because the good stuff is up there, faces (muzzles) to lick, hands, arms. Any attention, even negative attention is reinforcing. And punishment is not effective because your dog can offer alternatives to infinity.
Teach the dog to Sit politely when meeting someone. Reward the dog that sits when meeting people with attention and/or treats. The dog will learn to sit to get what it wants.
It's probably her way to show happiness or maybe she's hyperactive. While it may be cute and all, if she keeps the habit of doing that, she may be aggressive like that when she's older. Tell your friend to say "no!" to the dog when it does that. It'll learn to obey more.
Dogs do what they are rewarded for, and this dog has probably been "rewarded" for jumping up on people. The best way to break the habit is to reward the dog for NOT jumping on people. Ignore the dog, turn away or walk away, until it has all 4 feet on the floor, and then give it attention. The attention is the reward the dog is working for. I have taught my dogs the idea of "sit to be petted" this way and they have great manners in public. You have to be CONSISTENT. When someone comes over i tell them not to pet her until she calms down and then pet her when she is standing or sitting, not jumping. She learned VERY quickly that if she wanted attention she had to be good to get it. One person still petting her when she jumps up just ruins it in the training process, though.

Because the owner let her, is the simple answer. If she is obedient, then some firm instruction from the owner should solve it. Labs especially younger ones are very loving and playful and like attention. If she is jumping up at people when they are standing, put up your knee to block her, and say "no" firmly. Not mean, a training technique that will take some time to root itself.
One cause your friend let the dog keep doing it. And the dog is use to it. Tell your friend to train the dog by saying no no . Tell her to not to hit the dog when training the dog. Give the dog a treat when he or she listen.
