It looks like he may associate aggression with other dogs. Do you know of anyone that has a dog that you can bring him around to show him that all dogs aren't bad? Do this by slowly introducing the two dogs ( far enough apart to not bite eachother and keep them on a leash). Also did he get bit by the dog?? If so I would take him in and make sure that he didn't contract anything from the other dog that might be makeing his mood change. Good Luck.
You need the help of a behaviorist. The attack stressed him enough that his behavior has changed and he has become defensive. A behaviorist can help Pup feel more comfortable and get back to his old self.
It's similar to seperation anxiety. There are some neat web sites that deal with behavior issues and aggressive anxiety. The vet can prescribe medications as well to help. Good luck.
English Mastiffs are very sensitive dogs. Most likely the experience tramatized the dog. Next time you are at the vet ask him for his opinion or just go see a behaviorist now.

So sorry this happened to your guy, normally Mastiffs are very laid back and easy going without a mean bone in their body. I would have to say this event had an adverse affect on him.

Best of luck
